Programme originality: • It is the first time such a practical, large-scale, multi-institutional action will be taken to shape the country’s image. • It is the first time a cultural programme will implement economic goals. • It is the first volunteer programme of such large scale to be implemented in Lithuania, bringing together both residents and emigrants to work in unison for the benefit of the country.

It is the first programme of such scale in Europe to address the relevance of cultural issues on the European Union’s eastern border. It is the first time in Lithuania that such a large-scale programme will encompass all forms of cultural expression and all social groups.

Programme long-term impact:

• The European Capital of Culture heritage:  new, renovated and disability–friendly buildings with cultural infrastructure.
• An extended and well-developed tourist infrastructure.
• A tidy and landscaped Vilnius.
• The beginnings of a realistic cultural policy.
• New cultural traditions will emerge.
• Awareness of the country and its reputation in Europe will significantly improve.
